Job Details

If you are looking for a leadership role where you can make a real impact, then Bridgend could be the ideal destination. We are an organisation that is performing well across the Council, with consistent endorsement from our regulators around financial sustainability and governance, and strong performance across key services, including in Education and Waste and Recycling (where rates are setting the standard in Wales), and improving Social Services where there has been significant transformation over recent years, but we want to do more.

We know that Local Government faces significant challenges due to reduced budgets and increasing demand for many services, and that we need to change, to better focus our resources on our identified priorities and also by working in a different way with our partners and our communities, and ensuring we are listening to their needs.

We’ll look to our new Chief Executive to be a catalyst for further innovation and improvement – ensuring that effective performance management establishes clarity on our objectives and how we will measure progress towards these. You’ll work closely with political leadership to ensure consensus on our strategic direction.

We are looking for someone who is a proven leader, who can bring about effective operational change and who has a thorough understanding of local government and working in a political setting. You’ll welcome challenge and scrutiny, recognising that it is essential to identifying opportunities for service improvement, and enhance an organisational culture founded on constructive challenge and professional support – to draw the very best from others.

Company

Bridgend County Borough covers around 100 square miles with a population of 145,760 in the 2021 census. We have a diverse geography, with beautiful valleys in the north to the 12.5 miles of coastline and beaches to the south. The M4 runs right through the centre of the County Borough, and we have main-line rail links to Cardiff and London to the east, and Swansea in the west.

The county’s economic indicators are consistent with much of Wales, though employment and income levels are slightly above the Welsh average. However, they remain lower than the rest of the UK, and economic development remains a priority for the area. Our population is the fastest growing in Wales and we expect to be home to more than 150,000 people by 2033. As well as people moving to the area, this is in part due to extended life expectancy (just over 20% of our population are aged 65+) - managing the needs of the older people in our community is just one of the complex challenges that the council faces.

While a relatively small county borough, Bridgend offers considerable diversity in its landscapes and lifestyle. Our mining heritage and shared history is still evident in the small, close-knit valley communities of Llynfi, Garw and Ogmore, but creating economic opportunities for these communities remains a challenge. Our short coastal stretch is a popular tourist destination and an ideal location for a wide range of leisure and sports activities, while our proximity to Cardiff makes it easy to access a wide range of international sports and cultural events at the world-famous Millennium Stadium. The Brecon Beacons National Park is also within easy reach of the county borough, presenting some of the most stunning natural landscapes in Wales.

The Council is a large organisation employing around 6,000 people across four directorates:

  • Chief Executive’s Directorate
  • Social Services and Wellbeing
  • Education, Early Years and Young People
  • Communities

Our Corporate Plan outlines our seven wellbeing objectives for the people of Bridgend:

  • A County Borough with fair work, skilled, high-quality jobs and thriving towns
  • A County Borough with thriving valleys communities
  • A County Borough where we help people meet their potential
  • A County Borough that is responding to the climate and nature emergency
  • A County Borough where people feel valued, heard and part of their community
  • A County Borough where we support people to live healthy and happy lives

We have identified five ways of working that we believe will best enable us to deliver on these objectives:

  • Better and more targeted use of resources
  • One council, working well together and with partners
  • Improving communication, engagement and responsiveness
  • Supporting and empowering communities
  • Protecting the services that matter to residents the most
