Oxfordshire County Council is on a transformative journey and this key leadership role will make a considerable contribution to its success. In this role you will look at everything from our physical assets, our approach to contract management to the creation of new direct delivery vehicles that optimise return on investment.

As Head of profession, you will be responsible for a £2m budget and a £600m spend. You will be an effective relationship builder internally and externally, with the credibility to operate as the key commercial advisor to the corporate leadership team.

Your remit will include driving culture change and continuous improvement in contract management, ensuring that post-award delivery aligns with strategic objectives, KPIs, and value-for-money commitments. By working closely with suppliers and internal stakeholders, you will create a framework of accountability and shared success, where contracts deliver meaningful benefits to the council and its residents.

The successful candidate will have a proven track record of delivering transformative commercial and procurement strategies within a complex organisation. You will be adept at engaging with markets and influencing suppliers, with the ability to design and manage procurement processes that encourage innovation and deliver outstanding results. A focus on post-award contract management, including managing risk, ensuring compliance, and driving performance, is critical.
