A unique opportunity has arisen to apply your knowledge and skills as a Service Manager for Emergency Planning and Business Continuity. This is a new role and will report direct to the Director of Street Scene & Regulations.

 

As a City Council we have a common duty under sections 2 and 4 of the Civil Contingencies Act 2004 and through a shared Emergency Planning Service which sits within Rotherham Metropolitan Borough Council, we jointly discharge our civil emergencies functions. Your role will be to work alongside this service to ensure the effective development and implementation of the Council’s Emergency Planning and Business Continuity Strategy. You will also Work with services across the council to help ensure they have robust Incident and business continuity plans which are regularly tested.

 

About the Role

As the Service Manager for Emergency Planning & Business Continuity, you will:

  • Help us ensure compliance with the Civil Contingencies Act 2004 and other legislative requirements including review and commenting on the impact of any proposed legislative changes and/or best practice relating to Emergency Planning and Business Continuity legislation.
  • Build and maintain strong partnerships with the Emergency Planning Shared Service, Local Resilience Forum, emergency services, public health, voluntary organisations, and other stakeholders.
  • Act as the City Council’s subject matter expert and advise officers and elected members on emergency planning and resilience issues.
  • Lead and act in a client role on the management and development of the Emergency Planning Shared Service Agreement with Rotherham Metropolitan Council.
  • Lead the development and implementation of the Council’s Emergency Planning and Business Continuity Strategy which includes but not limited to the joint production, maintenance and review of plans, policies and guidance including the Major Incident Plan.
  • Work with services across the council to ensure they have robust Incident and business continuity plans which are regularly tested and help us discharge our responsibilities under the Civil Contingencies Act.

 

What We’re Looking For

We are looking for a leader who thrives under pressure and inspires confidence in others. The ideal candidate will have:

  • A proven track record in emergency planning, business continuity , or a related field.
  • Strong leadership and people management skills, with experience in leading teams especially those you don’t have direct line management for.
  • In-depth knowledge of emergency planning and Business Continuity legislation and best practices.
  • Exceptional communication and influencing skills, with the ability to work collaboratively across sectors.
  • Strategic and operational thinking and decision-making capabilities, particularly in high pressured scenarios.
