Business Intelligence Partners develop critical strategic relationships within business functional leadership teams, driving Performance and BI strategies to deliver insight that improves strategic and operational decision making and contributes to the improved performance of the function.
This role will strategic partner with functional leadership teams to develop performance frameworks, metrics and reports which provide the leadership team with insights to support effective decision making. The role works collaboratively with senior colleagues, finding solutions to business intelligence and performance metrics problems to ensure business needs are met.
The role leads the performance and business insight function and manages a team of specialists to ensure the continuous development of the Council's business intelligence and performance skills and capability.
The role demands a significant level of technical expertise and the ability to contribute to the ongoing development of the service by developing their professional guild and advancing its technical capabilities.
The role will include…
- Providing business functions with insightful, proactive performance and BI analysis and deliver evidence-based recommendations that support the achievement of strategic priorities identified within the organisational plan and functional business plans.
- Leading a professional "guild" (or technical specialism) in the Performance and BI service, contributing to the ongoing development of the service by developing the staff within the guild to advance its technical capabilities. Manage demand for services and allocation of resources across the profession.
- Providing advice and guidance regarding performance and BI best practices. Partner with key stakeholders to provide reports and insights for functional performance meetings, key partnership boards and portfolio board meetings.
- Leading on strategic level and complex projects and activities with Performance and BI. Overseeing the delivery of impactful proactive analyses and respond to FLT requests for 'deep-dives' and diagnostic analyses. Drive the increase in accessibility and use of data for decision making.
- Ensuring the council's performance management framework is fit for purpose and for making management information accessible so senior leaders can hold internal and external providers to account.
- Contributing functional insights and trends to ECC wide performance framework, metrics and reports. Review and contribute to the redesign of management information (MI) reports, making sure these are user focused and fit for future purpose based on the function's requirements.
- Building, managing, and maintaining trusted relationships with senior leaders, acting as business partner, identifying emerging trends and best practice, using these to contribute to business performance.
- Providing and promoting the use of an Insight and Innovation procurement framework to enable the council and Partners to commission additional performance and BI capacity and/or capability promptly as required and at best value.
- Building effective and beneficial internal and external relationships and networks within their area of technical specialism.
You will bring…
- Educated to degree level or equivalent by experience.
- Evidence of continuing professional development and expert knowledge in a relevant technical area.
- Significant experience of undertaking performance & BI analysis and/or providing an intelligence service to a large complex organisation with demonstrable experience of successfully delivering high quality intelligence that impacted on strategic decision making, preferably in local government.
- Experience and understanding of implementing organisation-wide performance management frameworks
- Significant experience of leading and motivating a multi-disciplinary team to deliver positive outcomes.
- Extensive knowledge and experience using quantitative and qualitative techniques.
- Extensive knowledge of data protection regulations to ensure compliance with legal obligations and a deep understanding of the legislative framework in which the Council operates.
- Experience of delivering public services in a complex, multi-stakeholder environment with demonstrable experience of working in a political environment, skills in understanding and responding to different perspectives and taking a cross organisational perspective.
