Liverpool City Council has embarked on a major improvement programme that involves all parts of the organisation.  Transport & Highways is especially focussed on delivering a range of improvements across the whole directorate.  It has recently completed a service review which has identified the need for a number of new positions.  There is a strong focus on this service and this is your chance to make your mark in defining and delivering robust health and safety procedures and standards across the Directorate.

As the Health & Safety Manager, you will be responsible for ensuring that Health and Safety, Environmental and Quality standards (HSEQ) are maintained throughout Transport & Highways. That will involve checking the quality of procedures adopted by Highways staff, partners and contractors, and making sure all projects are delivered in full compliance with HSEQ regulations.

You will also check that the quality of designs and proposals put forward by partners and contractors meet standards and regulations and apply the same focus when you work with the major projects team, whether you’re looking at in-house design packages or documentation, providing advice or raising issues to the CDM Principal Designer and Team Leader. Throughout, you will support our supply chain and promote HSEQ improvements across the service.

Together with a NEBOSH Diploma or equivalent, you will have membership of IOSH plus a CSCS Health & Safety card. A NEBOSH Construction Certificate would be ideal. You should also bring us relevant experience in a highway maintenance/major projects environment including an understanding of HSE legislation and regulations and managing HSEQ.

You will report to the Head of Commissioning & Project Delivery.  You will be a self-starter with ambition. 

Key Responsibilities Include:

  • To develop and manage a site audit programme and carry out site audits across all major projects and highway service works. To identify resource gaps and procure additional H&S resources for specific projects/programmes when needed.
  • Responsible for the regular review and update of safe systems of work, risk assessments and method statements.
  • To check the quality of procedures adopted by the Highways staff, partners and contractors, ensuring all projects are delivered in full compliance with applicable HSEQ regulations.
