About the role

We have an exciting opportunity for a Procurement Programme Manager to join our team. In this role, you will help shape and implement the procurement plan that will deliver the required outcomes for ELWA and our partner authorities. You will also contribute to the development and implementation of the contract expiry process and activities related to the de-mobilisation of the current waste contract. To do this, you will need to work effectively with external advisers and internal stakeholders.

With our current contract ending in December 2027, we will quickly have decisions to make. You will project manage the procurement of new services, engaging with internal and external stakeholders and advisers to keep all steps of the procurement on track effectively, drawing on your own experience of developing businesses cases and implementing complex procurement procedures. You will ensure that: value for money; quality services; reduced environmental impacts; and improved social value, underpin your approach to this major procurement project.

About you

To deliver this role successfully, you will have extensive knowledge and experience of both theoretical and operational procurement within a large, complex, organisation or landscape. 

We are looking for a procurement professional who has operated at significant scale, given that the services being procurement may have a value of £600m or more. Whilst an in-depth knowledge of the waste and recycling market would be of benefit, experience in related fields will be considered.

As our new Procurement Programme Manager, you will have demonstrable experience of building proactive, successful relationships both internally and externally, that deliver mutual benefit. 

About us

Established in 1986, the East London Waste Authority (ELWA) is the statutory joint waste disposal authority for the London Boroughs of Barking & Dagenham, Havering, Newham and Redbridge. The boroughs have a combined population of around one million people living in over 400,000 households, with each responsible for the collection of household waste in their areas. 

Working with our partner authorities, our long-term aims, objectives and priorities are to: reduce waste generation; increase reuse and repair; improve local recycling and composting rates; and deliver new infrastructure solutions that will be cost-effective and support continuous improvement. We want to reduce the environmental impacts of waste, including the emission of greenhouse gases, and provide opportunities for local community benefits and regeneration by working with our partner authorities and then the waste and resources industry to identify and implement the optimum ‘whole-system’ solution of collection and treatment services for waste and resources in East London.
