Location: Appletree Court, Lyndhurst

Salary: £52,250 to £55,289 per annum, with further performance points available up to £57,309 for exceptional performance. (pay award pending)

Hours: 37 per week

The Role

New Forest District Council has set out its ambitions to reduce carbon emissions in our 5,200 social housing properties by 2050, support energy efficiency projects in both the private and social sector and establish a new build standard for new energy efficient council housing developments.

This is an exciting new opportunity to lead on, and be responsible for, the delivery of our newly launched Greener Housing Strategy 2022-32.

You will be responsible for working with our Housing Service Managers and operational teams to deliver the outcomes and success of our strategic actions.

This will include the management and set up of whole house retrofit programmes for operational teams to deliver, carbon reduction programmes across our housing operations, pilot projects, a resident and stakeholder engagement strategy, building supplier and stakeholder relationships locally and improving data quality and management.

Our strategy has received strong corporate support and this role will work alongside the Council’s newly appointed Climate Change Manager, whose remit is to lead on the corporate approach to carbon reduction and environmental impact.

You will have the opportunity to guide the delivery of our strategy and influence change at a senior level in the Housing Service and across the Council.

About You

As you will be primarily leading the decarbonisation programmes, extensive specialist knowledge within this area is essential.

You will be able to demonstrate the ability to analyse data to inform successful bids and budget allocations, to establish complex refurbishment programmes and manage significant budgets effectively.

The ability to build strong networks with other housing providers, BEIS, suppliers and installers, plus an effective tenant engagement strategy will be paramount to your success. 

Your experience will primarily have been gained within a residential investment setting relating to retrofit and decarbonisation, preferably in a regulated environment.

Detailed understanding of PAS2035 and other relevant legislative and regulatory requirements is essential.

You will have a proven record of successfully setting up or delivering renewable heating systems, large scale refurbishment programmes involving floor and wall insulation and PV installation.

You will be able to demonstrate exceptional project management skills and customer engagement in your former roles.
