Our Heads of Service must be resilient and highly motivated. We are looking for someone whose drive, enthusiasm and creativity will bring clear strategic insight and direction to this demanding role. An exceptional candidate who has substantial experience and success in managing at a senior level and who can demonstrate a track record of delivery of top quality public services is required. You need to be an innovative thinker, focused on effective outcomes and capable of delivering tangible results through effective people, resource and financial management with a continuous drive for improving standards whilst achieving best value.

As Head of Service, you will take the lead role for ensuring that key environmental and commercial priorities are delivered. This includes:

• maintaining an efficient road network and an effective waste management service.

• working to deliver the Council’s Climate Change Strategy including promoting and developing active and green travel across the authority.

• delivering flood risk management plan actions for Moray while also developing surface water management plans and implementing surface water infrastructure improvements in vulnerable flood risk areas, all taking due cognisance of the impact which climate change is having on flood risk management in our area.

• ensuring that service infrastructure is fit for purpose, including our bridges, depots, harbours and waste infrastructure.
