As Director of Finance, you’ll provide Devon County Council with financial leadership and make a major contribution to the strategic direction of our authority. You’ll maintain financial integrity, administration and stewardship, managing the totality of our financial affairs, including the Devon Pension Fund.

We’re looking for someone to bring new and innovative ways of thinking and working, someone who can ensure we’re proactive in the way we operate. Make no mistake, this is a challenging role. In this post-pandemic, fast-moving financial environment, demand for council services continues to grow, so we need a Director of Finance to provide a flexible financial plan and strategy that will enable us to achieve the perfect balance between service, council tax and our reserves. Combined with a financial system that requires an overhaul, your services will be in demand across the council. Collaborating with other members of the council and managing a team of six, you’ll need a high level of interpersonal skills and a talent for making complex issues simple to understand.

About you

You’ll likely have experience in the public sector and you’ll definitely have a proven understanding of public finances. You’ll be experienced in managing change, exploring new opportunities and developing a positive performance management and improvement culture, and we’d like to see your extensive management skills too. You’ll also need to show us your talent for thinking strategically and applying innovative solutions as well as your drive for implementing and making change. You will be acting as the Authority's Statutory Section 151 officer, with responsibility for maintaining financial integrity, administration and stewardship. This covers the management of all the financial affairs of the Authority in all its dealings and the Devon Pension Fund. It is essential that you have extensive knowledge of the Code of Practice on Local Authority Accounting, the Service Reporting Code of Practice and International Financial Reporting Standards.
