Liverpool is an international city which competes on the world stage. It is an  outstanding place to live, work and visit.

Our vision is to create a strong and growing city built on fairness. We are determined to ensure the distribution of work, prosperity and opportunity is open to all and are committed to achieving inclusive local growth that benefits every citizen. To deliver this we have signed up with public sector partners to the City Plan, rethinking and redesigning how we deliver our public services - working closely with partners, local businesses, and residents to improve and support the communities they live in.

The City Council is not without its challenges and we are embarking on the next stage of our focused improvement journey. Working with Commissioners appointed by the Government following the recent best value inspection, the Council is absolutely clear about the amount of work required to rebuild trust with our staff, partners, and the public.

The newly elected Mayor and Cabinet have high expectations of providing responsive services and securing better outcomes with our residents and the Council is determined to deliver at pace. In support of this, the new post of Chief Operating Officer has been created to bring a real focus of delivery to the organisation. Reporting directly to the Chief Executive, you will oversee the day to day operational running of the Council and lead on delivering our improvement plan, whilst working with departments to drive change, address areas of weakness and embed a high-performance culture. The Mayor and Cabinet’s commitments around social value, tackling inequality and inclusion together with the environmental sustainability agenda will be central to our delivery ambitions.

We are looking for an exceptional individual who has the skills and ability to translate the City Plan’s priorities into hard outcomes which meet the needs of our local communities. We expect you to be able to demonstrate a strong track record of driving improvement and delivery at the senior level of a major organisation. As well as extensive practical experience of financial and people management, we are looking for candidates who instantly get the challenges and complexities which face a major city.

If you have the ambition, passion, drive and personal resilience to join our dynamic team, we look forward to hearing from you.

Liverpool City Council is committed to having a workforce that is representative of the communities we serve. We are an Equal Opportunities Employer and believe that the decision to appoint should be based upon whether an individual’s skills, experience, qualifications, and abilities make them the most suitable candidate for the role. All applications for jobs in the service of the Authority will receive equal treatment irrespective of their race, gender, marital status, age, disability, religious beliefs, sexual orientation, or socioeconomic status.

We will ensure that disabled applicants are provided reasonable accommodation to participate in the job application or interview process, to perform essential job functions, and to receive other benefits and privileges of employment. Please contact us to request accommodation.
