Cumbria County Council is looking for a proactive, dynamic and experienced individual to join us a Highways Operations Manager. This post will take an active leadership role in the drive for the Highways Service transformation, and is an exciting opportunity for the right person.

The Role

As Highways Operations Manager, you will take a local lead in the Council’s multi-disciplinary Highways Operations Teams; programming and delivering agreed programmes of highway maintenance in line with the Highway Strategy; assisting with short-term and longer-term plans for the Service; and supporting the annual business plans and budgets for this area.

This is a key role, which involves providing expert professional advice on major issues, as well as developing and implementing relevant Highways and Transport strategy for the Council. You will liaise with both our external and internal stakeholders, as well as provide guidance to Senior Managers, Members and other officers as required. 

The Service

We are a top performing local highways authority, and we have been successful in securing additional funding this year for Highways Delivery which means for 2020/21 we have:

*Pothole Fund  £17.9m

*Highway Maintenance Block £21.7m

*Highway Maintenance Block Incentive £4.5m

*Resilient Roads £5m

*Integrated Transport Block £2.5m

In addition to this, we have been working with the District Councils to secure public realm and highways related funding through the Town Deals and High Street Funds, along with the recent Cycling and Walking Funding, with more funding announcements expected.

Who we are looking for:

The ideal candidate for this role will have worked at a senior level in operational management, demonstrable experience of leading a multi-disciplinary team, and a comprehensive knowledge of all relevant Highways and Transport issues and services. We are looking for someone with substantial experience working with partners and external agencies, as well as political awareness and the ability to communicate and influence effectively.

A relevant degree or NVQ level 5 in an appropriate discipline is essential, as is experience of managing complex issues, programmes and contracts.
