This role is accountable to both Surrey County Council and Surrey Heartlands Integrated Care System for the delivery of outstanding outcomes for adults, connecting the best of both organisations to deliver step change in the way we tackle health inequalities and improve life expectancy. 

As a vibrant, high performing partnership, this role will be vital in ensuring that our shared priorities are achieved through the delivery of effective commissioning outcomes, strong local care provision and proactive engagement with our communities.  This postholder is integral to supporting the overall financial resilience of the council and the ICS, ensuring that fixed resources are applied to deliver shared objectives.

Working within a complex environment this role will drive effective collaboration to ensure that the health and wellbeing needs of our local communities are met. This is an incredibly exciting time for health and care in Surrey and we need a strategic leader that can match our ambition and push us beyond the ideas of yesterday.

Surrey County Council is an ambitious organisation, with a focus on standing up for the interests of Surrey residents, ensuring they get the services they need and deserve. It's no secret that this is getting increasingly difficult to achieve and we have our own unique set of challenges. SCC has been on a significant transformation journey, achieving £188m of efficiencies between 2018 – 2020.

Demand for our services has continued to rise while central government funding has decreased. The relative economic success of the county has led to our having the busiest roads outside central London, with the additional cost that involves. We have the highest number of people with learning disabilities and growing levels of special educational needs. Our older population is set to grow by 20,000 over the next few years, while growing pupil numbers in our schools mean we have to find an additional 11,000 school places by 2020.

We are working to develop a radically new model of public service delivery: using our economic levers to restore vitality, creating more localised, sustainable ways of living, travelling and working and new models of community engagement at the hyper-local level. We have bold ambitions for our people, including building on our health devolution status with Surrey Heartlands ICS to further integrated health and social care to tackle the widening health inequalities in Surrey.
