We are reshaping Croydon Council to deliver our bold new Corporate Plan and to capture all of the opportunities growth and investment are bringing to the Borough.  Commissioning is an important enabler to deliver these ambitions and is an important part of what we do as a Council and shapes so many of our interactions with our residents and our community. Our Commissioning and Procurement division is at the heart of this transformation and we are investing heavily in staff and resources. 

Through strong leadership and commitment to our values of ethical and sustainable commissioning, we have developed a strong reputation for leading best practice in commissioning nationally. The Council has recently refreshed its Commissioning Framework and Tenders and Contract Regulations and developed its first Social Value Policy, which provides an ambitious and exciting vision for the next four years.

The Council is the biggest buyer in the borough with approximately £500 million per annum spent through third parties. Spend of this magnitude enables us to be strategic and harness the supply chain opportunities that our commissioning activity creates, with a strong focus on market stewardship and ethical purchasing. The Council has the opportunity to bring significant benefits to Croydon and its residents by delivering a social return, wherever possible, on every pound it spends.

As Head of Commissioning & Procurement, you will shape and lead our approach to the commissioning, procurement and contract management for the Council, continuing to drive innovation and excellence in our approach.

About the role

We are looking for an exceptional candidate who will deliver improved outcomes by leading and supporting excellent commissioning, procurement and contract management practice including and developing and embedding the appropriate corporate frameworks and policies. 

This role will require the highest standards of probity and professional excellence to ensure the Councils complies with the appropriate procurement regulations, whilst also driving innovation ensuring the Council continues to be at the forefront of commissioning practice nationally. This will include being the strategic lead for the Council on:

·     Procurement governance

·     The souring of low value spend

·     Ethical and sustainable commissioning, including LLW and other charters

·     Social value practice and the ‘buy local’ agenda, including support to remove the barriers for SME, social enterprise and the Voluntary Sector

·     The councils contract management transformation.

You will play a key role in our C&P divisional leadership team in leading and delivering divisional objectives.  Each member of the DLT will be responsible for the technical delivery of their roles and the corporate competencies, while living and promoting the corporate values through their day-to-day work.

About You

This is a role for a leader with a track record of building teams.  Credible and effective when partnering with Chief Officers and Elected Members, you will have outstanding stakeholder and relationship management skills, including experience of leading corporate commissioning and procurement frameworks and practice.  You will bring a strong understanding of local government and the wider public sector context, strong commercial acumen and be able to demonstrate significant experience of commissioning, procurement and contract managing services.
