As Head of Adults Improvement and most senior direct report to the Director of Adult Services (DASS), you will be Programme Director for the Transforming Adult Social Care (TASC) programme, responsible for a wide breadth of services.

Managing Adults’ Services commissioning, direct service provision, community finance and welfare benefits service, provides the opportunity to shape services that focus on wellbeing, reablement and in managing and shaping care markets in the city. In addition to the change management opportunities, the post holder will be able to evidence their skillset in supporting the DASS in delivering key statutory functions.

As Programme Director you will work closely with the DASS in focusing strategy and service delivery on the unprecedented challenges currently faced in the sector. With that challenge comes just as many opportunities to innovate and lead, demonstrating how City of Wolverhampton Council can be at the forefront of supporting and enabling individuals and communities to maximise life chances, develop individual and community resilience and enable people to live the best life they can. With health and social care integration a governmental priority, the transformation programme will be key in making sense of the agenda and balancing local and regional demands to ensure the best possible outcomes for the people of Wolverhampton.

Committed to the wider influence the city has, regionally and nationally, in addition to attending executive, leadership and statutory boards/meetings on behalf of the DASS, there will be opportunities to represent City of Wolverhampton Council regionally, nationally and on areas of interest as delegated by the DASS.

As a member of the council’s Senior Leadership Team, you will lead in translating strategy from the Cabinet Member and Strategic Executive Board (SEB), into high quality and cost-effective service delivery. You will be required to contribute to corporate programmes and priorities as part of the wider leadership team.

Line management responsibilities include the Head of Adult Provision, Head of Community Financial Support and Lead Commissioners.

Experience of working within complex programmes, across multiple teams and organisations is essential. You will have excellent project management and influencing skills and be confident in communicating with a wide range of staff including senior managers, social care professionals and Councillors.
