The Role

You will be joining Kirklees Council at an exciting and important time providing support in shaping and influencing our journey to become a commissioning council and embedding a new, category led approach to procurement.

We are looking for people who demonstrate all of the Council’s behaviours and expectations and continually strive for excellence.  You will lead an ambitious, flexible, creative, commercial and collaborative procurement team, which aims to exemplify good procurement practice

The new operating model for procurement has six strategic categories that spend and contracts will be aligned to;

  • Adults & Public Health Category
  • Children’s Category
  • Construction, Highways and Special Projects Category
  • Facilities Management, Transport & Environment Category
  • IT Category
  • Council-wide (Corporate) Category

Overview of the Council Wide / Corporate Category includes; (note this is an indicative list)

  • Professional Services (incl. Consultancy, Legal, Insurance, Financial Services, Interpreting & Translating, Elections, Research, Marketing & Advertising)
  • Workforce (incl. Temporary/Agency staff, Executive Recruitment)
  • Office Supplies (incl. Furniture & Fittings, Office Consumables, Books & Publications, Office Waste)
  • Events & Conferences (incl. Training, Venues, Catering)
  • Commercial Opportunities

You will be responsible and take the strategic lead for the Council Wide (Corporate) category of spend, ideally with specialist knowledge in one of the other categories too.

All Strategic Category Managers will be expected to work flexibly across other categories as the need arises.

The successful candidates will need;

  • Significant experience in procurement and are CIPS Level 6 qualified or have been working to an equivalent level
  • Substantial category knowledge in a Council wide/Corporate category (and ideally one of the other categories mentioned above)  
  • To be solution focused and able to deliver change through influencing and engaging stakeholders
  • Have well developed negotiation and communication skills across varying audiences
  • To be a motivated leader who can bring the best out of the staff they manage.
