This is a fantastic place to live and work, and this is an exciting and rare opportunity for a Head of Finance (Section 151 Officer) to lead the finance team and help deliver Colchester Borough Council’s ambitious agenda.

As the Head of Finance, you will lead the finance function and advise the Chief Executive, Senior Management Team and Cabinet to develop and implement the Council’s Medium Term Financial Strategy. You will ensure business decisions are aligned with the financial strategy and work to enhance financial culture and performance.

You will lead and deliver outstanding, customer focused, accounting services that underpin Council decision making and enable ongoing transformation. You will work closely with the Councils wholly-owned commercial companies to ensure they can deliver on the commercial objectives the Council expects. 

You will be a qualified accountant (CCAB, CIMA, CIPFA, ACCA or equivalent) with a track record of leading and developing large, multi-service finance teams and with a strong understanding of financial accounting. You will be able to evidence a significant role in the preparation of final accounts, the delivery of corporate budget processes and give sound strategic advice at Member/Board level. 

You will be confident in dealing with a range of key stakeholders and political leaders and be commercially astute. Experience of working within the Public Sector is considered essential to be successful in this role, ideally local government, and we would expect to see relevant and transferable skills and experience that would be appropriate to working in a complex, political organisation.
