Overall Purpose and Key Functions

The Chief Executive provides inspirational leadership, ambitious vision and direction to shape and deliver Midlothian Council’s strategic plans and priorities. Working closely with our communities and partners, the Chief Executive, therefore, helps achieve the best possible outcomes for those living, working and learning in Midlothian.

You are expected to lead by example, providing energetic, visible, inspiring and collaborative leadership throughout the organisation. You will take personal responsibility for the delivery of all aspects of the council’s services to the residents, businesses and visitors of Midlothian, while empowering others to do the same.

The successful candidate will already be leading and delivering on a wide range of strategic and collaborative projects, ideally involving public, third and/or health sector organisations. Working with Elected Members

1 To be the council’s principal advisor on matters of general policy and to ensure the provision of timely and effective advice on policy options and professional matters.

2 To advise on the setting of strategic priorities and the allocation of resources to reflect the council’s corporate and wider community objectives.

3 To provide advice to all elected members on any matter relevant to the council’s functions.

4 To work with all elected members to realise the council’s vision, ambitions and outcomes and to promote the values and standards that it aspires to.

5 To support the democratic processes of the council.

Leading and Managing the Organisation

6 To lead, inspire and promote cultural change and organisation development with a focus on innovation, change and improvement which will equip Midlothian Council to deliver high quality, cost effective services to the people and communities of Midlothian.

7 To actively develop a culture of transformational collaborative leadership across the Strategic Leadership Group and promote a positive outward facing culture of high performing, customer focused service delivery.

8 To promote the effective management, development and involvement of all employees and ensure they are appropriately empowered, valued and supported.

9 Encourage the active participation by communities in designing, delivering and improving service outcomes.

10 To ensure effective performance and resource management systems are in place to achieve Best Value, deliver quality services and ensure best use of resources.

External Relations and Community Engagement

11 To lead and develop effective strategic partnerships in support of the council’s outcomes with other local authorities, statutory and non-statutory bodies and agencies at a local and national level.

12 To ensure that local people and communities are appropriately consulted with and involved in matters that affect them.

13 To support elected members in their community leadership role.

14 To act as an advocate and ambassador for Midlothian Council

Governance

15 To ensure the corporate governance arrangements and organisation structure of the council are kept under continuous review in order to ensure they remain fit for purpose.

16 To ensure the council’s financial planning and budgeting arrangements are aligned to its priorities and maintain proper stewardship of public funds.

17 To ensure that the principles of fairness and equality of opportunity are fully integrated and actively pursued within all areas of the council’s service provision and employment people policies, practices and procedures.

18 To ensure that effective arrangements are in place to manage the reputation of the council with the public, partners and employees.

19 To ensure that systems are in place and that lines of accountability are clear for the effective management of the organisation, including the management of performance, risk, health and safety, financial resources, civil emergencies, contingency planning, and people management including workforce and succession planning.

20 To undertake the role of Returning Officer for the council.

General Duties and Responsibilities

Accountability and Key Priorities

While the emphasis is on building a team culture, the Chief Executive is in a unique position of authority and accountability with the council.

The Chief Executive must ensure the overall compliance of the council with its statutory obligations and internal policies.

Health and Safety

The Chief Executive Is fully responsible for compliance with the council’s policies and statutory obligations In health and safety, and is expected to ensure compliance and the promotion of a positive health and safety culture across the organisation promoting the highest standards of workplace service health and safety through personal behaviours.
