Job role
Head of Service

Full time

This year, Blackburn with Darwen is celebrating 20 years since becoming a unitary authority and we have built an enviable reputation for service excellence, innovation and sound resource management.

Our people services have a proud record of achievement supporting adults, children and communities in the borough, with a particular focus on the most deprived or vulnerable. We do this by promoting independence, health, wellbeing and through safeguarding from harm.

This is an exciting time to join Blackburn with Darwen and we are currently seeking a number of Heads of Service following a recent review of management roles.

In children’s services, we are very proud of our ‘Good’ Ofsted judgement in 2017 which recognised our ability to support all children and young people in the borough, with a particular focus on the most deprived or vulnerable.

We are currently recruiting to a new Director of Children’s Services and Education and we are positive about our future, with clear and ambitious plans, supported by a stable and highly collaborative senior management team.

We pride ourselves on building good networks and working relationships and these roles will also work with health colleagues across Lancashire and help the council shape it’s relationships as part of the Sustainable Transformation Plan.

With ability to demonstrable experience, knowledge and a track record at a strategic level in one or more of the areas, you will have good strategic knowledge of the health and provider sector and the emerging challenges and opportunities.

An immediate priority will be to work with the Director to undertake a review of the commissioning and procurement functions and therefore there will be an expectancy to hit the ground running.

You will work closely with the senior colleagues in the People Programme area to provide analysis of demand, sector performance and emerging trends.

The ideal candidate will have credibility to be able to provide healthy challenge, reflection and be able to influence the transformation of service delivery.
