Roads and Environmental Services Manager
Orkney Islands Council provides a vast range of predominately “in-house” services. A key area is Roads and Environmental Services. We have the best maintained roads in Scotland as measured by SCOTS as well as one of the cleanest local environments. This supports our tourism offer as a cruise destination but also via excellent transport links to the Scottish Mainland, we see in excess of 250,000 visitors each year and growing.
Our existing manager will be retiring shortly and therefore an opportunity has arisen for a permanent replacement. The focus of the post is very much about the strategic management of both service areas through forward planning, monitoring and reporting on the typical planned, cyclical, reactive and emergency services undertaken.
You will continue to shape and deliver customer focused services, seeking to provide them in a cost effective, efficient and safe manner to meet the demands of our users within the available resources and the priorities set out in our council and service plans.
These services are delivered through a workforce of approx. 110 full and part time staff.
As part of the wider management team you will work closely with colleagues in fleet, quarry and technical services to ensure work, tasks and programmes are coordinated effectively and resources appropriately within the constraints of budget, time and varying in-year pressures.

Economically Orkney continues to grow and has a vibrant economy through its core business sectors of Agriculture, Aquaculture an ever expanding renewable technology and Tourism sector as well as specialist food and drink. There is a significant supply chain that supports these sectors and therefore wider opportunities for employment given one of the lowest unemployment rates in Scotland.
We have a first class educational offer for all age groups and wrap-round infrastructure that would impress any town or city throughout Scotland for its size. Orkney is one of the safest places in the UK with one of the lowest crime rates in Scotland. The leisure opportunities across the mainland and outer islands are outstanding in terms of walking, cycling, dramatic scenery, cultural heritage and archaeology at world class sites throughout.
You should hold a Degree or equivalent level qualification preferably in Civil Engineering, but consideration would also be given to qualifications in Fleet Management, Environmental Management or Highways Engineering. You should also be a member of a relevant Chartered Institute such as Civil Engineering or Highways and Transport.
