We are seeking a talented and ambitious individual to lead our HRA (Housing Revenue Account) and Capital Projects finance team. This is an exciting opportunity to make a real difference for the people of Camden, delivering budget setting, service support and a medium-term financial strategy for the HRA, and providing high quality financial support towards the delivery of the council’s Community Investment Programme (CIP), the council’s ambitious set of projects to deliver large-scale new housing and community facilities.

With around 24,000 directly delivered council homes, the council is the predominant provider of homes in the borough, and a robust financial strategy is essential to ensure we can invest in maintenance and service delivery. However, the council is acutely aware of the significant shortfall in housing across the borough, particularly affordable, and our CIP programme is directly delivering new social and private housing across the borough. Effective financial support is vital to ensure risks are managed and our social outcomes maximised.

It’s an exciting time to join Camden’s Finance service. We are accredited as a CIPFA Platinum Employer, and through our business partnering model work proactively hand in hand with the front-line services we support, providing knowledgeable and constructive input at the decision making table. Therefore relationship building and management skills with stakeholders from Executive Director downwards are as integral to the role as your depth of knowledge and experience.

You will report the Head of Finance for the Supporting Communities directorate and line manage four full-time equivalent staff. Applicants seeking part-time or flexible working are encouraged.

Please note part time / flexible working will be actively considered for this role.

To be considered for this role you must be CCAB (or equivalent) qualified and demonstrate your ability to build excellent relationships, effectively managing and engaging relevant officers with their financial governance.

You will have strong influencing and negotiating skills, with a good understanding of local government finance and financial techniques such as budgeting, monitoring, closing and options appraisal. Knowledge of housing revenue account finance, national housing policy and legislation, and capital finance is desirable but not essential.

You will be able to effectively communicate complex financial issues in a clear and accessible manner, confidently dealing with elected member and other senior officers.
