This Strategic Specialist role is unique within the Council, requiring significant experience of highways development management, transport planning and service delivery. A demonstrable and proven record of achievement within local or central government or the private sector will be essential.

About the role

As part of the Council’s sustainable transport group, this is an exciting opportunity for a suitably qualified and experienced candidate to provide policy advice and support on transport issues to elected members and senior officers, and to take a lead role in the management of a number of high profile transport initiatives and to participate in the development of a number of strategies vital to the economic prosperity of Wiltshire and our neighbours.

The postholder will also manage a caseload of planning applications where the highway/transport implications are complex.

This Strategic Specialist role is not a management position, but comprises a Sole Specialist within the Group.

The successful candidate will be part of a team of highly experienced transport planning and development control specialists and will work on a range of high profile and high value highways and transport projects.

You will have experience and proven ability to manage and resolve controversial and challenging issues in a complex environment, with a strong familiarity and understanding of local government structure and decision making.

This is a permanent post, contracted at 37 hours per week.

About you

You will need to have a passion and enthusiasm to match our own – in turn we offer an opportunity to develop your career in a forward looking environment that recognises and rewards effort.

You will need a strong familiarity and understanding of local (and emerging regional) government structure and decision making – equally familiar with external public and private groups/bodies including MP’s, Government departments (and Ministers) and Highways England, alongside a wide range of other special interest/pressure groups.

You will also have experience of having worked at a senior level in a political environment, skills in understanding and responding to different positions and taking a cross-organisational perspective

You will be a Highways or Transport professional with at least 15 years post qualification experience of transport planning and service delivery within local or central government. You will have a degree in Civil Engineering and hold Chartered Status with an appropriate body
